APA-CI Appoints Acquisition Specialist Margaret Boatner as New Head of National Security Policy

Arlington, Va. – The Aerospace and Defense Policy Coalition Institute (APA-CI) President and CEO Eric Fanning today announced that former Deputy Assistant Secretary of the Army for Strategy and Acquisition Reform, Margaret Boatner, will join the organization as its new Vice President of National Security Policy.

We need a visionary leader to help us achieve this objective. APA-CI is excited to welcome innovative leaders like Margaret Boatner to articulate the industry’s perspective as we work with federal leadership to enhance the acquisition process,” Fanning stated. “Margaret’s deep expertise in acquisition policy, procurement, and intellectual property will be an invaluable asset to our members and the broader aerospace and defense community, directly supporting our mission to accelerate the delivery of premier equipment to our servicemembers.”

Boatner previously held the position of Deputy Assistant Secretary of the Army for Strategy and Acquisition Reform (DASA(SAR)), where she was the leading executive responsible for shaping and executing acquisition policies that govern the research, development, and production of military capabilities. Throughout her tenure, she led Army-wide initiatives to reform policies regarding intellectual property, software development, and industrial base resilience, while also spearheading efforts to streamline the overall acquisition process. Her career includes roles as Acting Deputy Assistant Secretary of the Army for Strategy and Acquisition Reform, Principal Director within the Office of the DASA(SAR), Director of Initiatives for the Army’s Deputy Acquisition Executive, and Special Assistant to the Army’s senior contracting executive.

In her new role, Boatner will lead APA-CI’s national security division, working alongside Ryan McDermott, Senior Director of National Security Policy; Adam Garnica, Senior Director of Acquisition Policy; Jason Timm, Senior Director of Security and Enterprise Management; and Ethan Bayer, Coordinator of International Affairs and National Security Policy.
